I’m not sure what do you mean by full version of Aion.
I could answer you that there is currently few versions of Aion:
1. Korean Aion (Originally from Korea afterall)
2. China Aion
3. Japanese Aion
4. Taiwan Aion
5. US Aion
6. EU Aion
All of them are currently up and working well. US Aion would be live on 22nd of September 2009 while EU Aion would be 25th of September.
Open Beta do count as full version of Aion as all maps (For the current version patch) are applied, same goes to skill, npc and class balance changes.
